Did you do any more that format it?
Did you start to install Windows 7 on it ?

If you didn't do any more than format (quick format by default)
then most of the partition contents are still there

However since they were encrypted it causes another problem
Was it encrypted with BitLocker ?

Do you have the recovery key (48 digits)

It should be possible to access the damaged partition (as even though some info id overwritten there are several copies of the BitLocker metadata) and use the key to get to the data

But you will need an expert to assist you

I might have spoken too quickly
If the format recognised the existing partition was BitLockered it may have cleared all copies of the BiLocker metadata on the partition [not good]
If the setup deleted all partitions before creating a new one and formatting you might be ok

You need to use a local data recovery specialist
Shouldn't be too much work or too expensive to determine if it is recoverable
