Accessing Password Protected USB Stick

I have a USB Stick (DataTraveler) that is password protected. I have the password but Windows 10 won't allow me to run it. Trying to install the DTSP_Launcher.exe I get a message from the User Account Control saying the program has been blocked for my protection. UAC is turned off but it still happens. Any suggestions as to how I can get past this? The owner has deleted 4 files from the stick and says they haven't used it since so I assume they are still there.

Forgot to say I have tried running DTSP_Launcher.exe from an elevated cmd prompt but the program just shows a splash screen that shutsdown and is followed about a m minute by a message DTSecure Privacy Error - Your DTSecure privacy could not start. Please remove your DTSecure Privacy and try again..

I've managed to turn off UAC in the registry and no longer get the message saying the program has been blocked but I still get the message mentioned above about DTSecure Privacy could not be started..

Well, it seems that the problem was the program wouldn't run on the latest version of Windows 10 - 20H2. Tried it on 1909 version and it runs ok. Just need the correct password now as the owner has supplies the wrong one.

Recovered 2 of the 4 files using DMDE. Not perfect but the ones I did recover were very large .PPT files..
