i think that is for IDE drives not SCSI

i think that is for IDE drives not SCSI
SCSI format cannot be implemented for IDE drives, so you are wrong

What help said about SCSI format ?
Anyway, you could change capacity with Mode Select command, try to find program for sending SCSI commands (For example, Bus Hound can send SCSI-command to a SCSI-drive, I beleive there are many other programs)
Read SCSI-standard (from t10.org) for Mode Select and Mode Sense command and do this
After changing capacity you should start SCSI format (every SCSI controller with BIOS can do this)
If you cannot understand these things - pay somebody for this job
