That seems to suggest a bit of a grey area. Doesn't really apply to me as I prefer DMDE..

you could always email them and clarify, but any DR/forensics lab I would have assumed would have winhex forensic and r-studio tech at the very least

No, the personal version is okay for commercial use. The only differences between versions is their respective capabilities,, e.g., Ultimate if you need to recover from Mac and Linux file systems, Pro if you also need to recover from Drobo, etc.

I wonder, what software can I use (if any) to recover my data from disc C after re-installing the OS so that everything was formatted ? I tried some programs (can't remember the names) but they didn't help so I'm seeking for something more 'professional'. TIA for any advice

Those that use so-called data recovery using file signatures (raw file search). You may try to use R-Studio for that purpose. Here its on-line help. Your case is 2, and your hope is Extra Found Files. But, frankly speaking, chances are grim, although it's worth trying, as R-Studio provides the "try before buy" approach, and you may see if the files are recoverable for free.

Normally after a simple OS re-install a lot of user data should still be recoverable by the filesystem based recovery method. If the partition hasn't been moved and if the same Windows system is re-installed, the MFT records corresponding to the system files on the new install should mostly overlap with the MFT records of the former install, so the records corresponding to the user files, added at a later time, should be beyond that, at least a good amount of them. If nothing is found at all, it could mean that a so-called “full format” was done prior to the install, meaning that every single sector was overwritten, in which case there's nothing at all to recover, even with the “raw file carving” recovery method.

HDDSuperClone Pro. By far the best (Linux based) software available and it doesn't cost a fortune. Videos are available demonstrating it's capabilities which greatly help.
DMDE - Particularly when used with the above for data extraction. Again, very cheap to buy.
R-Studio - Reasonably priced and very good
GetDataBack - For Fat, NTFS, Apple and Linux Systems. Very good value and one of my faviourites.
HD Tune or anyother basic software to check the Smart info, particularly Reallocated Sector Count and Current Pending Sector

Those tools do not have the same purposes / capabilities. HDDSuperClone may be excellent at what it does (cloning / imaging as safely as possible with no dedicated hardware), it does not replace an actual data recovery software, which the next three are. R-Studio can also be used in combination with HDDSuperClone, but I don't know how it performs compared with DMDE. I used to use GetDataBack, but in my experience it has stalled with regards to features and recovery efficiency while R-Studio has improved considerably over the years.
For raw file recovery, Photorec is a good compliment to R-Studio, and despite being a freeware it's been favorably compared to very expensive professional file carvers.
And of course HD Tune is not a recovery program either, although that kind of tool also has its place in a data recovery toolkit. In that category, HD Sentinel is much more advanced than HDTune (in particular it constantly checks the health status of all connected storage devices, and keeps logs, also it has very thorough testing capabilities) and, although not free, reasonably priced.
