Remove HDD capacity Limit

Is there a software to remove the capacity limit of a disk?
For example you can increase the capacity of a 8GB flash drive into 9GB.
I really want a software that can do this.

Not sure about USB flash, but for sure it will come in handy.

You can not extend the capacity more than it was design by factory to have.
You can't make a 8GB flash chip to extend it's capacity to 16 ....
