what is the very best software for formating a hard drive i do want the very best security standard when a hard drive is formated every bit of data is gone for good and no data software will get it back i have used dban and killdisk i am sure there is better out there

A simple zerofill is the 99.999% solution.
(The 0.001% are in the re-allocation spare sectors, if the drive have some bads....
But you can reach these sectors for cleaning only with special sw+hw complex wich is expensive for this minimal mess.
