Comparison of Windows format and Hdd Guru low level format

My understanding of windows formatting is that there are 2 levels of formatting in windows: the quick format that rewrites the master file table, presumably using but not rebuilding a record in the hard drive of which sectors are bad, and the normal format that does the same as quick format plus 'checking for bad sectors', which I take it means rebuilding the record in the hard drive of which sectors are bad, so that they are not used in building the master file table. What does Hdd Guru low level format do that the windows normal format does not do?

Ps I mean: What, in relation to bad sectors, does Hdd Guru low level format do that the windows normal format does not do?
