Use HDD Low Level Format to migrate a hard disk

I had good success using a technique in Win XP which involved resetting the HD controller to 'default' from a drive specific one-- I can provide the link if needed. What this allowed was for a fully populated HD to be moved from one motherboard to another.
That worked after re-running all the motherboard drivers on the target motherboard.
Now I wanted to do something similar in Win 7: move nad wipe an HD from one motherboard and reinstall and load Win 7 on a different (Biostar MCP6PB M2+) motherboard. To that endI prepped the HD with HDD Guru Low Level Format. Unfortunately I still got the blue screen error which indicates that a HD has been moved from where the OS was installed.
Why didn't the Low Level format routine give a clean slate for the OS install?
And is there one sure fire way to wipe and prep for rei-nstallation to a different motherboard?
