Clonning to a lower capacity hdd

I want to clone a 16GB microSD with partitions to another 8GB SD. Tried to use HDD Raw Copy but it gets an error at 50%. I'm supposing that clonning also copies the free space on the card and that's why I get this error at the 50%.
So I tried making an IMG with Win32 Disk Imager but I keep getting this error Error 1117: The request could not be performed because of an I/O device error. Tried with several SD cards and I get the same error with all of them at the start.

What can I do?

EDIT:
The Error 1117 was caused by a defective sd adapter. I have finally been able to create an IMG of the 16gb SD but when I write it to the 8GB one it says that the hdd isnt formated. The sd is working correctly in my device tho (its a 3DS with emunand).
