Hi !
If data is over-written there is NO WAY to recover, no matter what.
To recover what is not over-written i would :
1 - IMAGE the drive with something like PC-3000, DDI4, HRT whatever and lacking those use ddrescue.
2 - Run getdataback or R-Studio or Restorer2000 on the image file, SCAN for all partitions and RAW data that you want to recover (file carving) by extension and let the scan run. Recover the data from the image to a drive.

This article explains how to recover data and what to expect after after an accidental Windows re-install:
File Recovery after Re-installing Windows. You may connect the Windows drive to another computer and use a common R-Studio version.

If by restore you mean that the new files over-write the old ones and if you can't carve the files by hex signature then it's game over. You can't recover data that have new data over it. 2 Things can't be on the same space at the same time.
