I found a website that say that the low level format are not erase 100% of the hard drive, is it the same for HDD LLF?

Just zero fill the drive. There are numerous tools which can do that.

Ok but this is a good way to erase data and reuse hard drive or data can be restaured with basic software?

If you fill the drive with zeros it cannot be recovered.
