I'm working in a managed environment and am trying to inventory PCs to see which ones have their HDD password set. Anyone know how to go about this?

You can use MHDD, it will tell you whether a drive is locked or not.

I really need to be able to do it under the Windows OS. Do you know of any API's that would provide such detail?

i have tried to lock a hdd with a password. the result? i couldn't access it until unlocked with mhdd. the bios detects it, the geometry is ok. it produses knocking sounds. you should hear them. if not, probably you don't have a locked hdd.
so, i think no OS's needed. especially if you see windows logo your hdd is not locked
