Also, here are photos of the exact drive in question.

I have another message with more details and also an MP3 of the noise the drive is making - it's waiting on moderator approval (I'm guessing because of the link to the sound file on arlo dot net slash harddrive dot mp3). Perhaps "clicking" was not the best choice of terms.
This was made with an Edirol R09-HR using the built in mics, AGC, levels set to 100, mic sensitivity set to high and the recorder sitting on top of the bare drive... I then took that and normalized it so what you hear is MUCH louder than the actual noise being made by the drive (the click at the very beginning is me turning on the power strip to power up the drive). As for the WD 3.5" I got working for a while by replacing the board, yes it did indeed make a similar noise from what I remember.
As for spinning down - no it does not. The pattern you hear in the audio file repeats over and over and over and over, 5 minutes later, same pattern. I also got a little more clarification on what the drive has seen:

I did get it wet a few months ago - but that was not an issue. It did come off of a chair onto carpet, as a I recall - but that kind of use has happened before. I haven't dropped it from a table, or while walking. I haven't dropped my computer bag - or smacked it.
I realize that more could be known - such as if the laptop was on when it was dropped, but don't have an answer for that at the moment. Also, being an electronics tech, I know full well that water damage can cause electrical stress and failure at a much later date.
