From what you said, it probably did not need translator regeneration. One failed or failing head would result in lots of read errors causing all sorts of defect lists to overflow and cause poor operation.
Translator on this model is based on more than one defect list. Translator regeneration only takes into account one list. This means new translator does not include all required defects and without these there will result in 'shifts' between relative and actual position of logical sectors. these shifts will cause errors and prevent surface access.
Replacement of heads would have only further complicated the issue.
With the poor condition of the device, in addition to this new translator error, it really is time to consult someone who can help.
