AlterEgo, Ill buy your donor board! I need it to fix a 1.5 TB Seagate... someone plugged in an 18 V power supply into to it and fried a portable drive... the PCB is melted, hoping to get the data back...

The usual culprit is a shorted TVS diode. If you are lucky, then simply removing this diode will be enough to get your drive running again.
