The short answer is no. There is no official accreditation scheme for the data recovery profession.
Anyone can claim to be a data recovery professional, and that's exactly what happens. You are right to be concerned.
If I were you, I would look for someone who has a publicly visible body of work, not just a fancy web site with a bunch of unverifiable claims and dubious testimonials. You say that you have a limited budget, so that does reduce your options somewhat. About the cheapest quote I've seen in the US is a fixed price of US$800 plus parts. Otherwise I have seen prices as low as US$300 just outside the Eurozone, just across the Mediterranean ditch. No doubt China would be in that ballpark, too.
