The short answer is no. There is no official accreditation scheme for the data recovery profession. Anyone can claim to be a data recovery professional, and that's exactly what happens. You are right to be concerned.

If I were you, I would look for someone who has a publicly visible body of work, not just a fancy web site with a bunch of unverifiable claims and dubious testimonials. You say that you have a limited budget, so that does reduce your options somewhat. About the cheapest quote I've seen in the US is a fixed price of US$800 plus parts. Otherwise I have seen prices as low as US$300 just outside the Eurozone, just across the Mediterranean ditch. No doubt China would be in that ballpark, too.

Look into Angel Data Recovery, Dubai. Check the pics on the website for some familiarity. Highly recommended.

If the data is that important, see if can get several people to chip in toward the cost, or find some sort of company(ies) to sponsor the cost for something, whether advertising for them, a product or service, etc. Sometimes it is surprising what people may do.

I would place the drive in an antistatic bag, and add some packets of silica gel.

I also keep original shipping cartons such as those from Seagate. They have foam padding.
