Wd200jd can't start, making strange sounds like inside engine can't start

Sounds like failed motor chip, you have to replace SMOOTH chip (L6283 1.3) and your drive (MAY) spin up fine. ( I hope so )
OR
you can change the entire PCB and transfer the original ROM.

If it's not the PCB it will need internal work which isn't a DIY job. Has it been dropped at all?

is this the right chip?
pcb no so easy to get

The advice here is to get assistance from a professional who has a very good chance of retrieving your data.
though I suspect you are going to avoid this advice and attempt your own repair in which case you will have yourself a new doorstop.

what model of PCB you have? but first is post the sound of your drive. perhaps it's no the PCB problem.
