What does Low Level Format really do on a flash drive?
Other than zero out the data?

I think that's all it does. A real "low level format" is done at the factory when the firmware is built using an MPTool.

What does low level format mean to you? What do you mean by it? If you mean Windows LLF on a simple USB flash drive then I agree with Franc. So then largest portion os NAND can't be recovered from, perhaps some tiny overprovisioned area will contain some data. If you run one more LLF then most likely that's gone too.

I suggest a zero wipe which can help the controller clean up the blocks in a favorable manor.

Only if controller can distinguish between writing 00 00.. and FF FF.., or DE EF 3E (etc.) .. If you write zeros to each LBA on simple flash drive is has no way to tell it's empty.
