The best device is in your head. There is no one best device for data recovery.

If I were to choose the best tool for data recovery, I'd have to go with the drive spray. Unlike the freezer, which does help keep the sectors in frozen in place long enough for me to pull them off with tweezers, I find the spray helps with blow the sectors from the bad platters right onto the destination drive, saving a lot of time with the imaging process. If you are a really good shot, you can target specific files, but watch out for fragmentation.

I find the best device for data recovery is a pen and paper. also get high speed internet access.

First write down all the files the client has lost, warez appz, movies, mp3's.
Then spend the weekend downloading them.

All data recovered.

Also if they have lost photos, ask them where they went and perform google image search. Then use photoshop.

Time, money, and a lot of hard work. No free software solutions on this one. If you want invest but have a big bank account you will need it.

I think the best tool for data recovery is to backup your data in advance

this will help an end user, but not someone interested in the recovery or restoration of other users data.
