Drive does not spin up.

Zero resistance across this component (Upper left, circled in red). The drive spins up OK with a different Maxtor (PATA) board attached but the boards are not compatible.

I assume with a fair amount of certainty that this is the TVS and the problem, but it is probably better to ask ;)

Do you have the use of a multimeter?

Yes.

And after all this time, the drive is still sitting on a shelf here gathering dust, strangely enough. I guess I had forgotten it.

Your photo is not very clear, but if the following PCB is similar, then there is a 12V TVS diode marked "BUX" in the top LH corner, exactly where you have circled it:

http://www.besthddparts.com/us/pic/040118900-1.JPG

If there is no other damage, the drive will work without the diode, but there will no longer be any overvoltage protection on the +12V supply. Be sure your PSU is OK.

If, for continued protection, you wish to replace the diode, you can obtain an SMBJ12A from Farnell, Mouser, Digikey.

Good luck.

Fzabkar is right, this is sata board, and i have not seen the picture. :)
Anyway, never seen any TVS issue on this model before, all have burned the power fet and/or the VCD, and sometimes the MCU too.

A TVS fails due to external reasons, eg an overvoltage as a consequence of a PSU failure or user error. Therefore your comment makes no sense.
