62.5GB usb drive is unable for format under win xp even with plugin of Exfat ? the shows as healthy in disk management, but unable to format under any file system, any tips ?

I get that option in Windows7. But try to run a command prompt window: format driveLetter: /fs:exfat

You can also try zeroing the MBR in case there is something weird there that is preventing it from wanting to format
