Hello I have a friend who has a Mac. There seemed to have been some sort of outage. When the got back home, all the monitor would show was a big question mark. They took it to the Apple store here in Austin and were told the hdd was dead. Not familiar with macs at all. So ,my question is if were to get a hold of the drive, would I be able to work with on my HP?

You are unlikely to be able to do much with it. If they want their data back, they should send it to a data recovery lab.
