 Post subject: HITACHI HDT721050SLA360 is spinning but HSA doesn't move

Hello to all,
Just like mentioned in the subject of the post my HITACHI HDT721050SLA360 is spinning but I can't hear the sound of HSA.
I am not sure but I suppose that maybe it's not full spin that's why HSA is not ready to move over the platters.
Is there a possibility to connect this drive to COM terminal or check the current RPM of drive in any possible way?
I checked PCB (measuring voltages) according to the post:

hitachi-hdt721010sla360-not-spinning-tvss-t21878.html

I am thinking about buying and replacing PCB.
Any more ideas?

Sometimes this is a symptom of bad heads with media damage.

Could it have been as simple as a dry solder joint at the NVRAM?

If the drive wasn't able to get up to speed, wouldn't it eventually have spun down?
