Your pcb needs to be replaced, however unfortunately it is not so simple.
After pcb swap you need to transfer patient rom (which is embedded inside the micro-controller chip) into donor pcb, for doing this you'll need professional data recovery tools.

P.S.
When the smooth chip burns sometimes it kills the head preamp (which is placed inside the hard drive on the head assembly), if this is your case you'll need to swap the entire head assembly.

You should contact a data recovery service.

In this case a simple PCB swap is not possible.
You can do it, but you also need to swap the big Marvel Chip (ROM) to the new PCB.

It's an easy job if you have the right tools to read the ROM and write it on the donor PCB.

But with a burned Smooth chip, you might have a fried preamp, so a headswap might be needed as well.

you might have a fried preamp,

and if so, it is dangerous to try any pcb swap before sorting out the preamp issue.

You may zap it entirely...

pcb replacing won't work however, if you are good on soldering and have a hot air rework station , you can get the smooth power chip from another WD hard drive and replace it with yours.

... and without ruling out the preamp issue he can ruin his data forever...
Please, it is not a fairy tale, take it seriously.
