Drive should spin up if NVRAM corruption is the only problem. Now, your NVRAM could be damaged due to a powersurge that damaged the PCB, and in turn damaged the NVRAM. From my experience when a pcb on hitachi goes, most of the time the nvram does not sustain damage. I would locate a donor, and place the pcb on the "failed drive" on the donor and see if you have the same symptoms.

To locate a donor pcb for hitachi you need to match:

Model, MLC, and the first 2 lines of the PCB code. Also; look for a visual match, if all the numbers match then the pcb layout should be identical; if the color is different (sometimes darker/brighter green) that is ok.

Lets hope the nvram isnt damage because that makes this recovery not so fun anymore.

Sounds more like bad PCB than NVRAM.

Have you opened the drive at all?

If you haven't then I would just find a similar drive and test the PCB. If it spins the drive then you've got an internal problem (I would assume seized spindle or Stiction). If it doesn't spin the drive up at all then I would assume you have a faulty PCB.

Seized spindle?
Stuck heads?
You should check this first.

If you're hearing a "tick tick", it sounds very much like stiction, quite common on these drives. Lucky for you if it is :)
