Please explain why you think this is a disk-related problem, which is relevant to this forum? You have tried another disk drive and the behaviour did not change, so it seems that (unless both disks have an identical problem - which is unlikely), the disks are not at fault here.
If I was in your situation, I would be researching that motherboard, and seeing whether it needed extra WinXP drivers, especially when using any of its fancy SATA functionality.
Google is your friend

Have a look at the Intel site for those WinXP drivers... I found what looks to be the correct drivers within 2 mins of searching.

are you using a backup copy of windows xp
as some copies do not have any drivers for sata drives
that where your problem will be
like vulcan says
its very unlikely that both hard drives have identical problems

Temporarily reconfigure your SATA controller for IDE, legacy, or compatibilty mode in your BIOS setup. This will make your SATA drive appear as the older IDE type.
If your Windows installation then proceeds without problems, I'd be looking for Windows XP preinstallation drivers for your motherboard chipset.
