At least some professionals use head replacement tools to assist in the procedure.
As for overcoming the stiction force, I wonder if ultrasonic vibration of the platters might be able to achieve this without undue stress.

The following patent talks about an additional piezoelectric microactuator mounted on the actuator arm (which some drives now have), but I wonder if applying such a voltage to the voice coil would achieve the same end.
